Microsoft is reorganizing its Windows engineering teams under a single organization, as announced by Windows chief Pavan Davuluri in an internal memo.
This change aims to enhance focus on delivering priorities by bringing together teams working on Windows client and server. Davuluri emphasized the importance of this unification in his memo.
This marks the first major Windows reorganization since Davuluri’s promotion to president of Windows and devices more than a year ago. Leaders of various Windows teams will now report directly to him.

While some low-level components will still be managed by Azure teams, the majority of Windows engineering will now operate under one leader. Davuluri noted ongoing collaborations with Azure in specific areas.
The reorganization increases Davuluri’s responsibilities as Microsoft aims to enhance the operating system with AI features. He stated that this change will assist in realizing the vision of Windows as an Agentic OS.
Microsoft has initiated the Windows AI Labs program to test experimental AI features in Windows 11, alongside recent additions of AI tools like Copilot Vision and an AI-powered Settings agent.
